Administrative culture marks perception, interpretation and behavior patterns of publicly official (an inclusive leading official). An administrativeinternal perspective (among themselves, opposite new coworkers etc.) and an administrativeexternal aspect (opposite politicians, citizen, media etc.) can be differentiated.

Culture consists of the interaction of values, standards, thinking attitudes and psychological phenomena, which divide the officials and so that their acting take as a basis. For German administrations considerably are here among other things the principles of the civil service with tenure fixed in the Basic Law. Nevertheless actual that shows realizations from the anthropology - culture always organization-specifically coined/shaped.

Culture conceptions

Essentially two different organization culture concepts developed:

  • Root metaphor beginning: Here culture is konzeptualisiert in principle as something valuable, constant. In other words: The administration is culture.
  • Variable beginning: Here culture - just as about as a strategy or a distribution of business plan - is regarded as (on a long-term basis) changeable. Briefly calm: The administration has culture.

Newer developments

In recent time in particular the modernization discourse promoted the argument with the phenomenon "“administrative culture"”: Public administration proves regularly as very change resistant, which is particularly interpreted strong"” culture as a sign of one for "“. Likewise - paradoxically - cultural change is at the same time regarded as starting point and as a goal of administrative modernization.

Starting points for modifications of administrative culture lie primarily in long-term, partizipativen organization and personnel development processes, at which regularly also an administrative example is compiled.
