Administrative policy designates national measures of the economic policy, those in the broader sense the maintenance and the regulation of the internal and outside order, which (on the right of) security and the economic life serve. Strictly speaking administrative policy designates all national measures, which on basic conditions of managing, the preservation, are arranged which adjustment and improvement of the economic system. In addition belong in particular:

• the property order
• the legal regulations for the guarantee of economic competition (prohibition of trusts, arrangements etc., control of the advertising and sales sales etc.) (competitive policy)
• the regulation of the contract and liability law
• Tariff and job market order

Administrative policy vs. process politics

Economic policy can be divided into two ranges: The administrative policy arranges the legal (order) framework, which rules, within whose the restaurant process runs off. This is done for example with the legal safety device of private property and the guarantee of the freedom of contract, in addition, via the restriction of the freedom of contract, approximately with general trading conditions or the so-called anti-discrimination law. Orders are above all incentive systems, which direct the behavior of humans. To the order-political writingness of a States general rules, those belong the entire society and/or national economy concern and to basic conditions, which apply to special ranges of the economy, thus all measures, which and advancement of the order framework serve the organization, among other things the competitive policy, the enterprise and the property order arranging policy, in addition the distribution and social politics as well as the money order. The economic system is result of cooperating the legally fixed economic constitution, the grown cultural and moral-moral values and rules as well as the realized economic policy. Therefore administrative policy and the economic system resulting from it take a key role for the life organization of humans.

The process politics however intervene directly and steering in the economical operational sequence, in order determined goals achieve, e.g. the state grants a credit or an endorsement for an enterprise threatened by insolvency. National interferences into the process of the self-control of the market, the independent tuning of the needs of private households and enterprises, are thus made usually not conforming to market trends. They change the function mechanics of the free-market economy approximately by interferences into the price mechanics, e.g. by mindest and maximum wages, by taxes and subsidies. Empirical observations show that interventions draw always new interventions (intervention spirals). Process politics develop usually from clearance of the administration.

Starting point

Administrative policy designates its own starting point, which wants to set the basic conditions in a certain sense. The state is to take over only those tasks, which a social problem to actually represent and which it can also solve with its means. Administrative policy orients itself at the equivalence principle. The order-political starting point prefers incentive systems to rearrangement mechanisms. Knappe of goods can be always assigned from order-political view in four fundamental kinds:

• over democratic decisions
• over a dispatching by an authority
• over negotiations between groups of interests
• over a price mechanism

Administrative policy and economic system
