The administrative seat describes the place, from which the area which can be administered (the so-called administrative district) is administered. The administrative seat possesses regularly a special infrastructure. Thus differently than in other states in German organisation system no connection to a special administrative form is to be understood such as district or municipality. Depending upon figuration of the area cut either the largest place from this area or however as central a place as possible is usually selected to convert around the infrastructural measures optimally.
