Apart from the possibility of the population of municipality of participating by direct participation in form of a citizen decision even introduced in the political decision-making process the authorization exists for the local councils, decisions in some Lands of the Federal Republic (Brandenburg, Bavaria, Mecklenburg-Western Pomerania, Baden-Wuerttemberg, Saxonia, Saxonia-Anhalt, Schleswig-Holstein), for which they are responsible (own sphere of activity, no current task, not in the field of the mayor), to deliver to the citizens of the municipality.

This happens whenever the local politicians of the opinion are that the population should co-ordinate on a point of issue. The local council decides then on its part to accomplish one of "„citizen decision initiated above "“. This decision delegation back on "„the state people of the municipality "“may not lead however to the fact that the local council steals itself in unpopular measures from the responsibility.

This resolution is to be seized dependent on the respective Gemeindeordnungen with a simple or a two-thirds majority.

Such advice desiring are in practice relatively rare, since this could be seen as a confession of own decision weakness.
