By agency body one understands the agency of the citizens as a principal organ of a local regional administrative body. In Germany there are for this different designations:

• for districts: Kreistag
• for cities: Town council, advice of the city, town councillor
• for municipalities: Local council
• in city states in the districts: District meeting

The committee on local level is always meant, in which the citizens selected in the local election meet. In districts and cities the agency body is the highest committee, it decides in all affairs, those for current administration counts and does not issue for example statutes.
