The term agrarian reform generally designates measures for the change of the agrarian structure. Agrarian reforms know changes in the conditions of the soil possession (land reform, soil possession reform or Landreform) and such the organization that soil management (soil management reform) cover (after Frithjof Kuhnen, see Related links).

In a closer understanding changes of direction within the range of the general agricultural policy are designated frequently than agrarian reform.

Reforms of the European Union agricultural policy

Since the first negotiations over the EEC the agriculture stood right at the top on the agenda. The contracts of Rome contain in article 33 the general goals of a common agricultural policy (GAP). Their principles were specified on the conference by Stresa in July 1958, 1960 by the six initial members discharged and came into force 1962.

The current reform of the European Union agricultural policy

The EU-Secreatries of Agriculture agreed on 26 June 2003 in Luxembourg on a reform of the common agricultural policy (GAP). With the regulation (EEC) No. 1782/2003 of the advice from 29 September 2003 were specified the guidelines for the period from 2007 to 2013. The European Union member states convert these guidelines starting from 2005 into national regulations. To receive the agrarian reform effected at a time, in which in the context of World Trade Organization negotiations developing countries strive, entrance to the European Union domestic market.

Principal purposes

  • An increase of the expenditures for agrarian measures after the European Union extension to the East of 2004 is to be limited. More than 40% of all expenditures for European Union for the common agricultural policy are applied already now.
  • Measures for the keeping of the nature protection and consumer protection are to be strengthened
