The Apalachin Meeting marks a turning point in the home policy of the USA. For the first time proofs were present that a national criminal syndicate exists, which had been denied before particularly by the FBI under J. Edgar Hoover. Already on 27 November 1957 Hoover announced "„the Top Hoodlum Program "“, with which the FBI took up the fight against the Cosa Nostra.

Prehistory

1931 could carry out Lucky Luciano its dream of a national criminal syndicate (national Crime Syndicate). The entire USA were divided in spheres of influence and areas for the italo American families; the Commission, the line organ of the Syndikates, regulated the co-operation of the families and smoothed disputes. Thus was the time of the gang wars and force excesses past: instead of attacking each other, the families co-operated now. And there all took part the being silent requirement of the Omerta considered, could them to a large extent this now without disturbing attacks by the prosecution authorities or media do.

There were further successful actions of the law against individual members of the LCN (like the arrest and later deportation Lucianos or the execution book age), which knew existence of a country-wide operating criminal Syndikates however are concealed.

In particular the FBI and J. Edgar Hoover regarded the italo American gangs only as local event, for which the FBI was simply not responsible.

Agenda

Of course there was no written agenda for the Meeting. It is however generally recognized that the following two topics were located in the center of the Meetings.

On 1 July 1957 "„the Narcotic control act came into force "“. Thus the drug trade became a federal passing, besides the minimum punishments became drastically increased. Several Bosse demanded the prohibition of the drug trade for all members of La Cosa Nostra because of the risks increased thereby. Without the other side above all Vito Genovese and Joseph Bonanno were not in the lucrative drug trade already involved and had any interest to do the ernormen profits.

In New York Vito Genovese had become by two attempted assassinations the most powerful Mafioso. The first attempted assassination applied for its own Boss franc Costello. Costello survived, but withdrew it after further threats from Genovese the LCN and handed themselves over the family at Genovese. The second attempted assassination was more successful: on 25 October 1957 became Albert Anastasia, who Boss of the Mangano family at that time shot. This family was taken over thereafter by Genoveses allied Carlo Gambino.

Genovese had instructed both attempted assassinations without the actually necessary previous agreement of the Commission. It wanted to catch up this agreement now in Apalachin. In addition Genovese planned to be able to be proclaimed on the Apalachin Meeting to "„the Capo di Tutti Capi "“or "„Boss OF Bosses "“a title, which Salvatore Maranzano had led last.

The Meeting

The meeting took place in the house of Joe Barbara, a Capo of Russell Bufalino, the Boss of Pittsburgh. Over 100 Mafiosi, were only missing Meyer Lansky, Carlo Marcello and Lucky Luciano (that was naturally the entry forbidden) met it.

The Meeting ended prematurely against noon, when the met gangsters noticed two policemen, who number-describe yourself the cars parked before the house noted. The two policemen were Sergeant Edgar Croswell and Trooper Vincent Vasisko of the New York State policy. When the gangsters saw the policemen, nearly everything came into panic and tried to flee. The escape ended for most road block furnished at one in the meantime by Croswell. A further group tried to foot by the forests too escaped, but the police of the surrounding municipalities could arrest many of you. Since no reference points for a criminal offence were present, State Trooper and police could to only take up particulars and let had all involved ones run. The Mafiosi, which remained in Barbaras house, remained undisturbed.

All arresting indicated as cause for their stay in Apalachin that they would have abgestattet Joe Barbara, which had suffered recently an easy cardiac infarct a patient attendance, and that it was pure coincidence that 100 friends of Barbara had exactly the same idea. Altogether 62 persons were arrested and identified, 50 were previously convicted.

The consequences

The meeting and the grotesque mass escape excited large attention in the entire USA. It was - not least by the Kefauver Hearings - also before Apalachin well-known that there were italo American gangs, but these gangs as isolated units was regarded. In particular the FBI and J. Edgar Hoover denied for many years the existence of a country-wide organization. After solid pressure by the public and the Congress this changed however: LCN or the mafia one noticed now as country-wide organization and threat. Already on 27 November 1957 Hoover announced "„the Top Hoodlum Program "“.

It is not well-known whether and which was actually decided on the Meeting. The position Genoveses as Boss of the late family designated after it was never doubted after Apalachin more. Since however Genovese was the initiator of the meeting, he was made responsible by numerous Mafiosi for the Blamage and unmasking the Syndikates. Its attempt to become Boss of the Bosse had finally failed thereby.

Myths and assumptions

Occasionally it is maintained that J. Edgar Hoover would have participated in the Apalachin Meeting. Any proofs or indications for this are not well-known however.

There are different versions over it how Sergeant Croswell discovered the Meeting:

• One year before the Apalachin Meeting is to have already taken place a meeting of the Commission in Joe Barbaras house, in which also Carmine Galante participated. Galante was arrested in the connection by Croswell because of an exceeding the speed limit. After Croswell saw the police record Galantes, he was to have decided to have in the future an eye on Joe Barbara.
• In the small municipality Apalachin (1200 inhabitants) noticed to Barbara by the fact that he booked hotel rooms for over 100 Mafiosi.
• Meyer Lansky, which did not participate because of illness, is to have informed Croswell that a conference of criminal ones in Apalachin took place. Lansky was closely friendly with Luciano and Costello, which were displaced both by Genovese, so that tap on the police as act of revenge would have been understandable.
