Dr. Carl Emanuel Heydemann (* 17 February 1878 in Tessin, "† 1939 in Rostock) was the last mayor in the German Hanseatic city Stralsund before the seizure of power of the national socialists.

Heydemann was born 1878 in Tessin as a son of the there mayor. It visited the High School first in and later in Rostock and studied in Heidelberg, Berlin and Rostock jurisprudence. It passed the judge exam on 23 December 1924 in Rostock. Starting from January 1905 it was first active as Gerichtsassessor and attained a doctorate in the summer 1905. After activities with the national insurance office Mecklenburg and in a law office he began a place in January 1907 as a councilman in Stralsund. Few months later he already became police director of the Hanseatic city. On 31 October 1910 Heydemann was selected to the counsel.
