The term chemical security designates the national and international efforts of guaranteeing the protection of humans and environment from dangerous chemicals (dangerous materials) by regulations (laws, convention, etc.).
In Germany chemical security is regulated legally by the law to the protection from dangerous materials (chemical law, ChemG), on whose basis the chemical prohibition regulation (ChemVerbotsV) regulates the Inverkehrbringen of and the dangerous material regulation (GefStoffV) handling dangerous materials and preparing.
Due to the world-wide trade with dangerous materials and again and again the taking place unintentional release of these materials is a common international procedure importantly, in particular
aims at. On international level there are different plans of action and agreements, which are to ensure the protection of humans and the environment.
In chapter 19 of the agenda 21 the principles for an internationally effective chemical security and a concrete chemical management were fixed. In of numerous state and heads of the government of adopted scheme of the first conference for environment and development, which took place 1992 in Rio de Janeiro (Brazil), goals for environmentalcompatible handling chemicals including measures are fixed for the prevention of the illegal international trade with toxic and dangerous products.

On the world summit for lasting development (WSSD), which 2002 in Johannisburg (South Africa) took place, a plan of action (Johannesburg plan OF implementation) one discharged, among other things in the section the III (non--lasting consumption and production samples change) were concerned with the range chemical security. The convention over the procedure of the previous agreement after Inkenntnissetzung ("Prior Informed Consent", PIC) for certain dangerous chemicals as well as plant protection and pesticides in the international trade was accepted in September 1998 and drawn by Germany and the European Union. It stepped on 24 February 2004 as the first convention after the world summit of Johannesburg into force. After its signing place it is well-known also as "Rotterdamer convention". The convention obligates exporting Contracting States to inform the appropriate importing country before about an intended transfer of dangerous chemicals and to only accomplish this after express agreement of the importing country. The convention over certain long-lived organic pollutants ("Persistant Organic Pollutants", POP) is to 17. May 2004 into force stepped. The convention is well-known after their signing place also as Stockholm convention. The goal of the convention is the protection of humans and environment from first twelve dangerous chemicals (dirty dozen and/or dirty one twelve).
