The establishment of the welfare and institute for care Illenau in the rural idyl of the Ortenau followed its idea "„of the isolation "“of the patients. Scooter intention thereby was however not banishing the patients from the society. Its experience of many years had shown it that psychological illnesses often stand with peculiarities of the used Ungebung in connection. He saw land asylum to healing chances therefore in the separation from the used environment by the accommodation in one "„"“.

Time of its life it defended its idea vehement against the representatives "„of the city asylum "“, professors of the medical faculties of the Universities of Heidelberg and Freiburg. This contrary opinion and above all the fact that scooter had a large lobby with the national administration and with the grossherzoglichen yard, had to the consequence that after its death was only furnished to the Universities of appropriate institutes and researched again systematically.
