A circular order (Abk. RdErl) is an instruction of a highest federation or Land authority (thus e.g. (federation) a Ministry) to subordinate authorities within its respective division.
So for example the ministry of the Interior of Land of the Federal Republic can specify X for all police stations of the Land of the Federal Republic X or the state criminal police agency of the Land of the Federal Republic X by circular order, how will proceed in certain situations is.
Current (2005) example is the so-called "Volmer decree" to the visa assignment (see visa affair), that from the Foreign Office to it the subordinate messages and consulates was issued and a simplified allocation practice from visas to contents had or the so-called coffee decree in the federal financial administration.
