The city hall to the exterior conditions is a historical building at the arsenal lane 17 in the old part of town of Berne.

It was established to a kind of altbernischen youth parliament 1731 ago on behalf the exterior of conditions. 1798 were dissolved the exteriors conditions, but the building served further as meeting hall: 1799 the Helveti senate, 1804 to 1847 of the hearing (which decided 1848 first Swiss Federal Constitution here), 1848 to 1858 the condition advice and 1850 to 1900 the bernischen court of assizes.

In the 1817 in the Empire style converted hall 1831 the first Berni constitution was prepared and based signed, 1874 the Universal Postal Union, and 1903 to 1934 it accommodated the Swiss alpine museum. 1904 went the house in private property over and starting from 1934 serve the large hall as sales room. Since that time afterwards the house to the restaurant and can again for meetings be used: 1999 presented the Upper House of Parliament of Swiss public here the newest revision of the Federal Constitution.
