The KTQ (co-operation for transparency and quality in the health service) is an important offerer of quality management statement systems for mechanisms of the health service in Germany. The abbreviation KTQ becomes related both for the KTQ GmbH, and for the KTQ procedure represented by it. "“KTQ"” is a registered registered trade mark.

Partner of the KTQ

The partners of the KTQ GmbH are representatives of the autonomy in the health service: the Federal Medical Society, the central associations of the legal health insurance, the German hospital company and the German care advice and, as a further representative of the medical profession, the hard man federation.

History

Cause for the establishment of the KTQ (as co-operation for transparency and quality in the hospital) was 1997 among other things the legal obligation for all mechanisms in the health service, at that time already which can be foreseen to introduce quality management and also prove this ("§"§ 135.137 SGB V). This proof is facilitated by a certificate according to national or international standards. A certain standard is not prescribed however, so that numerous commercial and public offerers can compete with their systems and certificates at the market. Certificates after the international, industry-spreading standard DIN EN ISO 9001 could not themselves intersperse in the health service so far; just as little the US-American (MBNQA, JCAHCO and/or JCI) and European (EFQM) quality management standards.

The procedure of the KTQ should be aligned therefore more strongly at the practical requirements in the health service. The development phase of the KTQ Zertifizierungsverfahrens for hospitals ran from 1997 to 2002 and of Institut for medical data processing in was accompanied scientific. Since in the middle of 2002 the rule enterprise of the KTQ runs, so far several hundred hospitals was certified. Likewise since 2002 the KTQ is as GmbH its own legal person.

2004 took place renaming in KTQ in the health service, which accompanied with the expansion on wider ranges of the health service. Since at the beginning of 2005 some medical practices were certified. In the future the KTQ wants to expand their activities with requirement catalogs adapted in each case also on Reha and pure nursing facilities.

First of the KTQ gave certificates applied starting from 01 July 2002 for three years and became (to 26.06.2002) to the Marienhospital (when only hospital certifies continuously since that time) and (to 28.06.2002) to the Asklepios city hospital bath assign. Since 26 April 2005 certified university clinic the Freiburg in mash gau is at this time the largest mechanism certified after KTQ (depending upon definition 8000 persons employed). With the hospital Barmherzige sisters in Ried in Austria was certified for the first time on 12 July 2005 a non-German hospital after KTQ.

Expiration certification procedures

Common characteristic of all quality management certification systems is a suburb examination of the mechanism by the Zertifizierer (KTQ: Inspection; DIN ISO: Audit; JCI: Survey), which must be repeated in regular intervals, with KTQ every three years.

All mechanisms, which want to be able to be certified after KTQ, must provide an extensive self evaluation report and a shorter quality report, whose statements are examined in the context of the inspection after a question catalog first.

The completion of the certification procedures of the KTQ takes place via independent, from which KTQ accredited certification bodies and consultant (Visitoren). A privileged position under the certification bodies of the KTQ takes the konfessionelle proCum CERT, since it examines partially own aspects additionally for mechanisms church carried by the KTQ set up contents in.
