The article co-operation of municipalities is concerned with the different legal terms, which there are in Germany for a local co-operation of municipalities.

In principle different municipalities can operate as legal entities of the public right, just like natural persons, contractually with each other, in order to settle with it certain tasks. This can under private law, bspw. the establishment technical working of a GmbH, or after public right take place.

Examples for this are the Zweckverband or the body of the public right. In contrast to it the local authorities association forms as a regional administrative body by law.

In the following are listed to body sheep of the public right, which refer to the co-operation of municipalities (central administrative body):

Office

Offices sit down from several municipalities of the same district and/or circle together set. The office has a common administration, at whose point as a leader the director of office stands. This is a usually full-time civil servant on time, which by the committee of the office one selects. It possesses also a parliament, this exists however out from the municipalities sent assigned.

There are today still offices in the Lands of the Federal Republic Brandenburg, Mecklenburg-Western Pomerania and Schleswig-Holstein. Up to the entry into force of the area and/or administrative reform on 1 January 1974 there were it also in the Saarland as well as by 1 January 1975 also in North Rhine-Westphalia.

In former times there was the term of the "“office"” also in other Lands of the Federal Republic and/or member states of the German Reich. However it had there rather the function of the today's district. See also for this the term upper office.

Office Kirchspielslandgemeinde

In the schleswig holsteinischen circle Dithmar of the hot offices for historical reasons of "“Kirchspielslandgemeinden"”. Other characteristics do not arise as a result of it. See also for this the term Kirchspiel.

Local administration federation

Local administration federations (GVV) are a stronger form of co-operation than the central administrative body, nevertheless no regional administrative body.

There are local administration federations in Baden-Wuerttemberg and Saxonia-Anhalt, whereby they are called administrative federations"” in Saxonia-Anhalt only "“.

Central administrative body

Central administrative bodies consist of several municipalities of the same district. They have their own political agency (to delegation see office) and a chairman or a head, which can have the title depending upon Land of the Federal Republic also mayors. To Baden-Wuerttemberg this task of the mayors of the "“fulfilling municipality"” transfers. One speaks the "“member municipality (n)"” of the "“fulfilling municipality"” (that is usually the largest municipality) and that or. A city or a municipality "“fulfills"” certain fixed tasks for the member municipalities of the central administrative body.

Among the tasks of a central administrative body e.g. rank the list of sewage disposal, cash business or the cemetery and fire-brigade nature. It can in addition, the working group of primary schools, the maintenance of municipality connecting roads and further tasks of the member municipalities take over and/or such tasks can it be transferred, for example the tourism.

There are central administrative bodies in the German Lands of the Federal Republic Baden-Wuerttemberg, Bavaria, Saxonia, Saxonia-Anhalt and Thuringia.
