December fever or November fever is a term for the hectic behavior of the authorities of the public administration, assigned, but yet money at the year end did not use to spend.
If the respective budgets are not yet used up to the year end, one looks in the authorities feverful for possibilities still of spending the money. Because the funds can be taken over but purged not in the next year. Save has therefore no sense. In addition the danger always threatens that the budget in the subsequent year is shortened around the amount, which was not needed in the year running off. Thus the scope of action was not only restricted, but above all also the meaning of the department concerned would suffer from because it is based also on the sum of the flowing off funds. - Also shifts between the budgets of different departments are not possible, even if through it could be saved.
These efforts lead also to it that at the end of the yearly calculations are paid by contractors for not yet completely furnished achievements, in hope and in the confidence on the fact that they are duly furnished at the beginning of the next yearly. Hardsimmered officials require bank guarantees of the suppliers then, in order not to cling in case of of their insolvency.
Statistics over the money consumption of the public administration show an even cash flow in the remaining year, but a significant rise at the year end. Sometimes there are budget stops against year end, in order to prevent the senseless money spending. Since however ever more count on the barrier, many begin now already in former times, i.e. already in November (therefore it also November fever).
The cause of this behavior lies in the come-ralistic system (Kameralistik). Although the disadvantages admits all involved one are, it is maintained, since it has also advantages. It would not have outlasted otherwise many centuries and all political systems.
December fever sounds jokeful, is however a serious problem, since it means the Verschwendung of public means. However the consequence of the described problem is not completely so dramatic, since the majority acquisitions are made and orders are given, which are anyway planned.
Negative examples of December fever are again and again in Rechungshofberichten. as particularly bad the Nikolausdecken in such a way specified is considered.
Also good purged regularly the December fever, strives however for meaningful expenditures (fill up the franking machines, paper procurements, basic cleaning, etc.) or leads lists with sinvollen acquisition desires, which are realized with the remainder means.
As means against December fever within some ranges the transferability was extended of budgetary appropriations. So Forschungsinstuitute of the blue list may transfer usually expenditure remainders to 100%, Rhineland-Palatinian universities personal and material remainders to 75%, investment means to 100%.
