By decree one understands:

1. in the administrative law an administrative arrangement or an administrative regulation of a Ministry or the Prime Minister, which is obligatory addressed to a certain or all subordinate authorities and there, see circular order,
2. in the civil right a contract, by which the creditor issues after "§ 397 paragraph 1 of the German civil law book the debt to the debtor (in A, CH: also "“renunciation"”),
3. in the financial administration right a act of administration, which was placed upon the request of a debtor for cheapness reasons during the financial administration and whom by the financial administration causes one-sided renouncement of the fiscal claim.
