Director of upper city, in smaller cities and municipalities also only director of city or director of municipality, in Lower Saxony also director of integrated municipality, is the name for the full-time director/conductor of the city and/or (including) local administration (boss of the city hall).

The office does not give it since running out to the north German advice condition in the Lands of the Federal Republic North Rhine-Westphalia and Lower Saxony any longer. Up to then there was double-railed administrative point in their cities and municipalities still another. Beside the honorary mayor and/or (integrated municipality) mayors, who chairman of the advice and representative of the municipality were, the director of upper city (and/or city or (including) director of municipality) of the advice was selected for a certain term of office. Its task was limited to the line of the administration. In the meantime the office was abolished and the tasks the mayor and/or (integrated municipality) mayor was transferred. This is now full-time active and combines both past functions in the administration (single-railed administrative point).

North Rhine-Westphalia

In North Rhine-Westphalia the office of the director of upper city was step by step abolished between 1994 and 1999.

Lower Saxony

In Lower Saxony the office runs out since the introduction of the single-railedness in the administration by the new Gemeindeordnung of Lower Saxony from the year 1996. In the office upper city, city, integrated municipality or directors of municipality present can remain however up to the expiration of their regular term of office. Expressly abolished the office of the director of municipality is not however in the member municipalities of the integrated municipalities of Lower Saxony. Here the honorary mayor is selected further by the advice. The office of the director of municipality can be transferred integrated municipality mayor or another administrative representative of the respective integrated municipality.

Schleswig-Holstein

Between 1946 and 1950 there was a director of upper city and/or a director of city also in Schleswig-Holstein as a director/conductor of the city administration. Afterwards this task the mayor and/or mayor was transferred and introduced for the past mayor as a chairman of the advice the new title city president.

Other meanings

The term of the director of city is to be differentiated from the office of the director of city described above strictly speaking, whom there is until today in many Lands of the Federal Republic. Here it concerns usually the director/conductor of a department and/or a Referats. Therefore there can be several of such directors of city within a city also. Occasionally this also director of city administration is called.
