The district administration office is in some Lands of the Federal Republic the name for the administration like also the administration building of a district, in other Lands of the Federal Republic gives it in place to its district administration and the district house.

The district administration office and/or the district administration is in most Lands of the Federal Republic both local autonomy authority and lower national administrative authority, it/they has thus a dual function. Within the range of the lower national administrative authority the Kreistag does not have a say. Here applies the national administration hierarchy, which is district administration office with the land advice at the point here bound to the instructions of the set forward public authorities (district governments and Ministries).

In the Lands of the Federal Republic with Vollkommunalisierung the tasks of the lower national administrative authority are noticed as transferred tasks of the district. Thereby the democratic committees of the district receive the guideline authority. The influence of the national central and upper authorities is limited to on the right of and specialized supervision.

As national administrative authority is the district administration office responsibly e.g. for

  • Official medical appraisals
  • Building permits
  • Driving licences and Kfz-Zulassung
  • Restaurant permissions
  • Food monitoring
  • Cadastral service
  • Legal supervision over municipalities
  • Environmental protection

As circle authority is it solely responsible responsibly e.g. for:

  • Vocational public education
  • Public local passenger traffic
  • Refuse economy
  • Hospitals
