A district is in the Land of the Federal Republic Bavaria one as the third local level over the municipalities (1. Even one) and circles (2. Even) furnished local regional administrative body. This level gives it in Germany only in Bavaria.
Even if their areas are identical, the Bavarian districts are not to confound with the governmental districts of the same name, those the competence areas of the national central authorities, to which governments (called for distinction also district governments) explain. Contrary to the district administration offices, which are at the same time national and local authority act it itself with the district administrations and the governments around separate authorities.
The districts however are autonomy bodies. They can lead coats of arms and flags like a municipality or a district.
The organs of the district are:
The Bezirktstage is selected since 1954 together with the Bavarian federal state parliament. Each district day has thereby as many members as the district has delegates in the federal state parliament. The number of the district advice lies at present between 17 (Upper Palatinate, Upper Franconia) and 57 (Upper Bavaria). The district days are d'Hondt selected in in the maximum number procedure. An explicit check clause does not give it.
The district committee is a committee prescribed in the district order. Twelve and in the other districts eight further district advice belong to the district sow shot beside the district tag president in Upper Bavaria. He advises the meetings district tags forwards and decides over him the questions transferred by the Bezirktstag.
The district day can furnish further committees.
The district tag president selected from the center of the Bezirktstags represents the district outward. It leads the meetings of the Bezirktstags and the district sow shot. It carries out the resolutions district tags and its committees and settles the current affairs of the district.
The districts notice those tasks, which extend beyond the competence and the efficiency of the circle-free cities and districts. They create public mechanisms, which are necessary for the social, economic and cultural well-being of the population. So they are e.g. carriers of psychiatric and neurological special hospitals, from special hospitals, technical and special schools and open air museums. Furthermore they are over-local social welfare assistance carriers. In other Lands of the Federal Republic these tasks are settled partly e.g. by the landscape federations and/or national welfare organisations.
