By E-administration or E-Government in the closer sense (electronic governing and administration) one understands the simplification and execution from processes to the information, communication and transaction within and between institutions of the executive (authorities), as well as between these institutions and citizen (G2C), enterprise (G2B) and further national institutions (G2G) by the employment about information and communication technologies.

It is thus part of E-Governments in the broader sense.

A goal

E-Government is to the citizens and citizens faster and uncomplicated services to offer and to the state thereby costs save. The "“state"” is to be changed by a father role into an service-oriented partner role.

Here the interactivity is to be used by information and communication technologies for the course of business with the citizen, so that existing personnel can be used predominantly for the completion of the actual inquiries.

Causes

E-Government became with the time a natural service of administrations. One promises oneself from E-Government apart from a higher effectiveness of the services also an improvement of the entrance to information and knowledge.

To the rapid development of the E-Governments on the one hand experiences of the citizens and enterprises contributed, now who transfer the employment from information and communication technologies also from other ranges of the everyday life, about E-Banking, and the advantages (saving of time, accessibility and quality of the services) to the executive.

On the other hand the increasing financial need of administrations led to the desire for cost lowerings, which are partly attainable by E-Government. Here in particular also strategic considerations play, about to new Public management a role.

Use

E-Government must accompany with an analysis and an optimization of the business processes. By medium breaks many processes are not at all suitable for E-Government, however it is meaningful to examine whether via Workflowverarbeitung a process orientated transformation can take place.

Time and money are thus saved through new electronic and often automated operational sequence. However the federation counts during conversion of its initiative federation-on-line 2005 on annual cost savings of approximately 400 million euro with a total investment volume of 1.65 billion euro. This would mean that the introduction of E-Government-achievements would have amortized ready in approx. 4 years.
