By E-Democracy one understands the simplification and execution from processes to the information, communication and transaction within and between institutions of the legislation, as well as between these institutions and citizens, enterprises and further national institutions by the employment about information and communication technologies.

In addition, here the will formation or choice plays, thus the apron for the occupation of the institutions a role. Differently than for instance with E-Government (in the closer sense) one does not have to take part in E-Democracy. The media used for E-Democracy exclude rather even possible users, politics-inspired citizens without Internet entrance.

Elements

Apart from the actual electronic choice, the E-Voting, one differentiates in particular between directdemocratic and indirect-democratic elements of the E-Democracy.

directdemocratically

  • E-Voting designates the possibility of delivering with elections or referenda the voice over Internet.
  • E-protest creates linkages for protest actions, approximately over the Web operational readiness level of a citizens' initiative.
  • E-Activism is a over term for Internet-based Bottom UP initiatives, which orient themselves usually very directly at the penetration of a certain political goal or the report of political interests.

indirect-democratically

  • A formation serves as entrance into the electronic will formation, approximately over a supply of information on the Web operational readiness level of individual politicians.
  • E-participation makes citizens and citizen possible an influencing control on political decisions over Internet, approximately with building projects or planning processes.
  • E-Parliament refers the citizen into parliamentary work, approximately by panels on the Web operational readiness level of the parliaments.
  • E-party offers possibilities for the cooperation over Internet to party members.
  • Internet election campaign makes information available from choice fighters.

Use

E-Democracy offers a high Potenzial for the democratization, since the citizen can be included directly.

In the democracy all force proceeds from the people. By the e-Democracy political communications, as the project "“Pledge bank"” e.g. take place in Internet forums, which tries cross-linking to facilitate, so that Gleichgesinnte can be fast and set up to everyone in such a way a freiwillige self obligation. By this participation, which can take place also by means of panels, the citizen can express itself and reach with his pressure pressure (e.g. also by enamels) a politician influence. Political communication over Internet; Mails, forums (HearFromYourMP, PledgeBank, WriteToThem) is to be lowered a good initiative around the contact threshold between politicians and voters. The opinions whether e-Democracy on politicians is to become obligatory are differently, since e.g. hackers could use the uncertainty of the Internets and elections would so e.g. sabotage, which would be too dangerous. However also meaningful expressions of the people could help the politicians to the problems of the people to become attentive and to the problems react in such a way. But finally blockades and technical problems in the Internet not possibly make the commitment for politicians with e-Democracy. Thus the result that one can inform by e-Democracy politically and its own opinion can abandon, reads but with the fact to finally live must that politicians cannot be concerned with each suggestion and one is so e.g. only by elections the political direction to contribute kann.e Democracy a good initiative politically to exchange itself however not optimally around politicians to reach.
