By education residents foreign students at German universities are to be understood, which acquired their university access authorization in Germany.

Here again differentiated between education residents from enlisting states and from other states. To the enlisting states those belong, from which particularly in the 1960er and 1970er years employees were recruited for the Federal Republic of Germany (colloquially: Immigrant worker). Among them rank: Bosnia-Herzegovina, Greece, Italy, Croatia, Macedonia, Portugal, Serbia and Montenegro, Slowenien, Spain and Turkey.

Education residents, particularly those from enlisting states are preferred opposite education foreigners with the university entrance, in order to set to a large extent it for study applicants and students with German nationality. This concerns a case of permitted positive discrimination.
