The emergency travel document of identification is a German passport replacement for foreigners. After "§ 13 of the residence regulation (AufenthV) it may do "“for the avoidance of an inequitable hardness"” or "“so far a public interest exists"” a foreigner to be issued, if the foreigner makes his identity convincing and

• Union citizen, EWR citizen, Swiss or member of a visa-free state is, or
• otherwise to the stay in the Federal Republic of Germany, in another member state of the European Union, the EWR or in Switzerland or to the return there is entitled.

The exhibition can take place - after discretion - via the border control authorities, if the foreigner at the border does not carry passport or passport replacement. With agreement of the foreigner authority thereby also an authorization for the return to Germany, already existing, can be certified. The foreigner authorities can issue likewise emergency travel documents of identification, in particular, if the procurement of another passport or passport replacement is not possible in individual cases.

After "§ 48 No. 5 AufenthV for the exhibition a fee is raised at height from 25 euro.
