Emergente of organization networks (organizational networks, EMON emergent) designate networks, which form again (ad hoc, "emergent") and spontaneously. They are localwell-informed as organizational entwinements with a little more pronouncedly ("flatter") hierarchy, which transfer in the case of a local disaster on own fist auxiliary, rescue and mountain activities, flexibly and loadable.
They were investigated for the first time and described by the disaster sociologist Enrico Quarantelli in the USA. They arise e.g. with earthquakes, inundations or major fires and work, because fast to the hand, often benediction-rich. The EMON does not see a tautly led disaster control at all so gladly, except if it in pulled is strong; then it can come even to the training short-lived more disaster culture. From the medium representatives hurried here the EMON will often survey. In e.g. by dictatorship or civil war blunted or verrohten societies arise to EMON only in smaller communities; much more is to be feared organized
In the German disaster control more common than "EMON" the term is the so-called "walking in volunteers", thus Freiwillige, who make themselves available with a damage event spontaneously to the assistance, without being or also only to be merged want in possibly a form into organized assistance. The authorities and organizations responsible for the accomplishment of the case of loss have the task to properly begin "walking in volunteers" to care for in addition. Experiences with them were made in particular in Germany with the Elbe flood 2002; in the international framework one finds it in most different developments. The persons, who in the context of "food for work", form a special form - programs become active. A practical-sociological beginning is it, from which variously disturbing "Gaffern" at accident places such Freiwillige to recruit (wolf R. Dombrowsky).
