The European fund for regional development (EFRE) is apart from the European social fund (ESF), the European adjustment and guarantee funds for the agriculture (EAGFL), department of adjustment, and the financial instrument for the adjustment of the fishery (FIAF) one of the so-called "structure funds" in the sense of the regulation (EEC) No. 1260/1999 of the advice from 21 June 1999 with general regulations over the structure funds (so-called "general regulation").
With among other things this structure funds and as the most important promotion instrument the EFRE are to be carried out in articles 158 and 160 of the contract for the establishment of the European community laid down goals. These are the stabilization of the economic and social co-operation, in order to promote a harmonious development of the community as a whole, and the decrease of the differences in the level of development of the different regions and the arrears of the most strongly disadvantaged areas or islands, including the rural areas. For the implementation of these goals the general regulation (s.o.) under article 1 designates the following three priority goals:
1. Promotion and development of the structural adjustment of the regions with development arrears, a so-called goal 1.
2. Support of the economic and social conversion of the areas with structure problems, a so-called goal 2.
3. Support of the adjustment and modernization of the education, training and employment policies and - systems, a so-called goal 3. This goal serves 1 as financial support for outside of under a goal the regions falling and as political reference frameworks for all actions accomplished on national level in favor of human resources, without prejudice to the regional characteristics.
Article 2 of the general regulation specifies, that in accordance with the articles 33, 146 and 160 of the contract to the establishment of the European community o.a. the structure funds according to the specific regulations valid for it to the reaching of the goals 1, 2 and 3 to contribute, with the following task distribution:
A) A goal 1: EFRE, ESF, EAGFL, department of "adjustment", and FIAF;
b) A goal 2: EFRE, ESF;
C) A goal 3: ESF.
Under a goal 1 regions of the level II of systematics of the Gebietseinheiten for the statistics (GROOVE II) fall, their pro head gros domestic product, measured in purchasing power standards and compute on the basis of the community data, to 26. March 1999 available last three years, less than 75% of the community average amounts to (e.g. parts of East Germany). For the promotion of the Ziel-1-Regionen in the promotion period 2000 to 2006 structure fund means (i.e. EFRE and ESF, EAGFL, department of "adjustment", FIAF) are of altogether approx. 136 billion EUR, i.e. approx. 70% of the sum total intended of 195 billion EUR..
In addition, from the EFRE the so-called Ziel-2-Regionen profits. These are regions with structure problems, whose economic and social conversion is to be promoted (s.o.) and their population portion or surface is sufficiently significant. They cover in particular areas with a socio-economic change in the sectors industry and services, the rural areas with declining development, problem areas in the cities as well as the coastal regions dependent on the fishery. Under a goal 2 also, with certain editions, GROOVE III can fall. For the promotion of the Ziel-2-Regionen in the promotion period 2000 to 2006 structure fund means are intended of altogether approx. 23 billion EUR, i.e. approx.,12% of the sum total.
Under a goal 3 fall the regions, which do not fall under a goal 1. These regions are thus only negatively defined. For the promotion after a goal 3 ca.12, 5% of the sum total, are intended in the promotion period 2000 to 2006 structure fund means of altogether approx. 24 billion EUR, i.e.
With approx. 5% of the total means for the structure funds (195 billion EUR) so-called community initiatives are supported. Among this Gemeinschaftsinitativen rank e.g. INTER+MOVE, URBAN, LEADER and EQUAL. INTER+MOVE promotes borderspreading, transnational and inter+regional co-operation for the promotion of a harmonious, ausgewognen and lasting development of the whole of the joint area. URBAN serves the economic and social revival of the cities and boroughs crisis-concerned for the promotion of a durable town development. With LEADER the development of the rural area stands in the foreground and a goal of EQUAL is transnational co-operation for the promotion of new methods for the fight against Diskreminierung and inequalities of any kind in connection with the job market.
With approx. 0.5% of the total means so-called innovative measures and so-called measures of the technical aid are financed.
