The expenditure for material of a state is considered as measure to the recourse to of the national product of the state. In Germany the expenditure for material amounts to 2002 approx. 20.7%. It concerns thus the part of the national product, which the state furnishes to the population. It is reached however only by net welfare loss, it can thus a zero-sum develop.
