The federal central register (BZR) is a German, country widely register led with the Chief Federal Prosecutor at the Federal High Court. The supervision leads the Federal Ministry of the law. The legal basis of the federal central register is federal central register register (BZRG).

In the context Berlin/Bonn law was shifted the seat of the federal central register 1999 from Berlin to Bonn.

Beside the federal central register still two further registers are administered:

• Trade central register (GZR),
• Central Staatsanwaltschaftliches procedure register (ZStV).

Further tasks:

• Central authority after the foreign maintenance law (August),
• Central authority after that Hague convention
• Federal central office for foreign adoption (BZAA),
• European Justizielles net (EJN).

Data in the register

After "§ 3 BZRG are to be taken up to the register:

• criminal condemnations with the person data of the condemned one, the file reference with the place of the court, the day of the last act, the day of the validity in law, the applied penalty clauses and all imposed legal consequences; this applies independently, if it concerns around punishment ieS, over a measure of the improvement and safety device, over a punishing reservation or the suspension of the youth punishment on the probation after "§ 27 JGG (juvenile court law).
• Decisions of administrative authorities and other courts.
• Notes over the debt inability.
• judicial statements to the and for the prohibition of the practice of a trade.
• additional decisions such as remission of a penalty, Strafaussetzung, supervision of guidance, probation assistance, the premature abolition of a barrier of the driving licence, the day of the expiration of the loss of the eligibility, office ability or choice and the right to vote.
• additional decisions of the removal of the punishing fault, the abbreviation or extension of the probation time (youth criminal law).

Indirectly also changes of name, communicated by the reporting authority, contents of the federal central register. Likewise contents search notes and warrant of apprehension messages become ("§ 27 BZRG).

Information

Information from the federal central register is to be attained on several kinds.

Certificate of good conduct

With completed 14. Lebensjahr is everyone justified to receive on request a personal certificate of good conduct (request-entitled is also the legal representative of the person under age). The request is to be placed at the reporting authority. A certificate of good conduct can be requested also for authorities. The certificate of good conduct does not contain all personal data the federal central register.

Unrestricted information

Unrestricted information are to be given to the highest federation and Land authorities, the courts, the public prosecutor's offices, the law execution authorities, the German intelligence services, the fiscal authorities, the naturalization authorities, the foreigner authorities, the grace authorities, the weapon-legally responsible authorities, the bars and Bundesinstitut for medicaments and medicine products only on express request, if the purpose of the use of the data is indicated.

In special cases also over 14 years the unrestricted information is to be granted to the persons over the personal data at the district court of its residence to the insight.

An information for scientific research project (Kriminologie) is likewise unrestrictedly possible.

Other

The entries into the federal central register are subject to the punishing repayment; the repayment period determines itself according to kind of the condemnation and/or according to the penalty.

Likewise part of the federal central register is the educating register in such a way specified.

It would be possible, the federal central register for the production of a Kriminalstatistik to evaluate in particular for a relapse statistics. Convincing results are not present in addition.
