FISCUS ( integrating standardizing computer-aided control system) is never a finished developed software for the public hand. It was meant as uniform software for the 650 tax offices of the Lands of the Federal Republic. To 2005 development costs over 900 million euro amounted to with a development time of twelve years and without an useful result to supply.

The citizen of Berlin national audit office complained of FISCUS 2003. 2000, 2002 and 2004 complained of the Federal Audit Office the FISCUS development. In each case without serious consequences.

The development of FISCUS began 1993, after the Lands of the Federal Republic had agreed with participation of the federation on the development of a common, country widely uniform software. After this project to 2000 did not supply results, the Ministers of Finance a restart, however without the country Bavaria, decided which further pursued its own project EOSS, in which evolutionary from the 70's the coming solution to be further developed should. In addition the private-economical fiscus GmbH in Bonn was created. The personnel - in particular the high-level personnel - on the free job market were won predominantly. It was strengthened personnel in addition, through to programmers retrained administrative specialized technical and official. The inclusion up to this time of the persons employed used in the fiscal administrations of the federation and the countries was necessary, in order to bring according to tax law know-how into fiscus the GmbH.

Up to the year 2004 fiscus the GmbH finished different applications: On-line master data inquiry (OSA), tax on real estate transactions (GrESt) and proceeding for assessing fines and criminal actions (BuStra). Nevertheless the conference of Minister of Finance (to dissolve) (FMK) decided on 19 July 2005 to liquidate fiscus the GmbH to touch down and the new project CONSENT, in which also the country Bavaria takes part again. A planned management Buy Out failed to in the middle of September 2005 because of the vote of the partners (countries). The firm liquidating is to take place at the end of of September 2005. The officials active in fiscus the GmbH (approx. 40) will return to the financial administrations. The employees (approx. 150) were quit. To 31." March 2006 is carried out the liquidation fiscus of the GmbH.

The follow-on project of FISCUS is consent (new software development of the fiscal administration coordinated). Basis at present already the programs used in the Lands of the Federal Republic should be. At present already current programs are to be standardized. Play from the country Bavaria in the so-called EOSS (evolutionary oriented steering wheel often commodity) - group and the software a special role developed from the country North Rhine-Westphalia.

Within consent the five largest Lands of the Federal Republic (Bavaria, Nordrhein-Westfalen, Lower Saxony, Baden-Wuerttemberg and Hessen) want the new software to develop and to the smaller countries at the disposal to put. The federation is no longer actively involved in this development.

It is quite possible that FISCUS becomes a precedent for the failure of an all too ambitious software project.
