Foreigner adviser is to be represented a over term for different committees and organs, which have the legal task in particular on local level, in the municipalities and municipality federations the interests of the foreign inhabitants. In addition the foreigner advisers advise the organs of the municipality in all affairs, which concern foreign inhabitants.

Germany

The regulations to the formation of foreigner advisers and their tasks and rights are different in Germany according to the respective Gemeindeordnung from Lands of the Federal Republic to Land of the Federal Republic. The introduction of the foreigner advisers is a result of the increasing legal and actual integration of the population living in Germany. The citizens of Europe have the active and passive right to vote in particular the member states to the organs of the municipality according to the valid local election right. The foreigner living in Germany cover however beyond that the larger group of the non--European Union foreigners, who attain a sharing at the local decision-making processes over the foreigner advisers. The task for the education of local foreigner advisers is transferred the municipalities as concrete Ausformulierung of the local autonomy by federal state law.

Entitled to vote usually are the foreigners of age, who live for at least six months in the municipality. Germans, which acquired the German nationality by naturalization, are besides entitled to vote. Thus European Union foreigners and former foreigners have a larger influence on the administration of the municipality, than native German, there they are represented by the foreigner advisers on the one hand in the general local organs, additionally in addition, into that and and thus superproportionally in the forming of an opinion and adoption of resolutions in the municipalities to take part to be able itself.

In Switzerland the institution of the foreigner adviser is to a large extent unknown. Some municipalities have however selected commissions, consisting of Swiss citizen, those responsibly are for requests of certain person's groups, sometimes also foreigners in special due to the political system of Switzerland have the cantons however the right to permit foreigners at full extent to the choice for local or kantonale offices. In various cantons by this possibility use was already made.
