Free transmitter the collective combine (FSK) is a free or also not-commercial radio. That means, it is neither public nor private- commercial, but the third column in the "“binary broadcast system"”, whose extension to "“trialen broadcast system"” one demands. It understands itself as public in the sense of a transparent and party-taking area. An exterior characteristic of this broadcast model is its financing by promotion memberships on the part of the hearing, which subscribes the radio as it were. Commercial advertisement is impossible with not-commercial radios. The FSK a private radio is simultaneous in the sense that private individuals - not enterprises - unite for the purpose of the radio organizing. It is however public in the sense of transparency and Durchdringbarkeit on all levels of the project of self organization and program production. The project understands itself at the same time as part of a supraregional and international cross-linking of local radio projects. Therefore the FSK is also member in the Federal association suitor radio (BFR) and in the AMARC (Association Mondiale of the radio Communautaires).

The FSK sends a full program since beginning of the yearly 1998, on the UKW frequency 93.0 MHz (cable 101.4 MHz). The transmission area covers the city Hamburg (technical range of 1.680.000 listeners).

As union of a multiplicity of program completely differently aligned groups of radios and editorships the transmitter forms a counterweight to the private and public offerers.

The emergence of the FSK decreases/goes back to a transmission practice in the open channel and further two years, in which the project would send daily 3 hours on its own frequency. Because the FSK is not obligated to an advertising customer, to fulfill and no once per hour returning five-minute messages to send, can it must make no legal order after information basic supply a program, which blows up the well-known transmission formats. In the reality this happens however only rarely.

In a free and not-commercial radio aspects of the social and cultural life place find, how this is not possible with all other transmitters. Many humans have a large interest in a program, in which a broad spectrum of cultural and political opinions, opinions and points of view comes to the expression, styles and contents, like them only a free radio are own and in the programs private and public transmitters do not occur, not least also related to the local happening and the new generation that Hamburg music and culture scene. The program magazine "“transmitter"” of the FSK can give you a view. They find in each case therein the monthly program with texts for the individual transmissions.

To free radio it belongs also that the journalistic activity is not paid and the transmit mode is organized by the radio-making. The FSK is divided internally in five groups of radios. Highest committee is the offerer community (ABG), which meets once monthly. In the ABG sit 20 voters of members of those 15 from the groups of radios come. The other five are external offerers. Unfortunately this structure has also disadvantages - in such a way it comes to struggles for power under the five groups of radios, partly also in the program becomes apparent again and again (transmission strike, Gegensendungen etc.).

The FSK finances itself, like most that meanwhile nearly 30 free radios in the German-speaking countries, essentially by promotion members. By their monthly promotion contributions it is possible, for fees for the transmitter hiring, channel, deliveries for copyrights (GEMA, VG word, GVL), rent, to finance bookkeeping and the program newspaper "“transmitter"”. Public means are to the project only very reduced at the disposal. Sponsoring in the program by companies is not intended and apart from the fact for not-commercial radio in Hamburg also not permissible, just like advertisement, (Hamburgi medium law).
