The German district day is the local central association of all 323 districts on federal level with seat in Berlin. It represents 74% the subject of function, 68% of the population and 96% of the surface of Germany.

Tasks

The district range covers approximately 96% of the surface of the Federal Republic of Germany. In him at present approx. 56 millions inhabitants, that live are approximately 68% of the population of the Federal Republic of Germany. The districts are constitutionally assigned to the countries - like the municipalities -. Close relations exists nevertheless into the federal range inside.

Most laws of the federation are carried out by local regional administrative bodies. For the implementation of its political goals the federation is dependent on the co-operation of the local level. Modern cooperative federalism includes therefore also the districts and municipalities also. While the countries have the possibility after the Basic Law by the Upper House of Parliament of participating in the legislative administration of the federation the local autonomy puts its cooperation by the local central associations to the organs of the Federal law giver - Federal Government, German Bundestag and Bundesrat - at the disposal.

Co-operation between the Federal Government and the local central associations is more near regulated in the common agenda of the Federal Ministries. A similar regulation is in the agenda of the German federal daily. Both agendas guarantee the fact that the representatives of the local central associations with legislation projects, which affect local requests, from the Federal Government and the committees of the federal daily is in time taken part and belonged.

The German district day seized with its setting of tasks the whole width of local functions and represents the interests of the German districts in relation to Federal Government, Bundestag and Bundesrat.

The current business of this constant co-operation is settled by the head office in Berlin. The administration of the fields is incumbent on the managing director, the assigning to and the adviser.

The local central associations participate partially due to express legal regulation in a multiplicity of committees and mechanisms of the federation and the countries terminally or advisory. Special meaning is attached here to the financial plan advice, the economic situation advice and the Bund-Laender-Commission for educational planning and research promotion as well as the concentrated action in the health service.

Federation-internally the German district day has an information function opposite its members. It informs the regional organizations and - so far necessarily - also the districts about the effects of the federal politics as well as about planned measures on federal level. To it for example the instruction belongs over lining up law projects. Beyond that it organizes exchange of experience under the circles and exerts influence on the forming of an opinion in the local range.

For the completion of its order to wake in the public for the tasks and mechanisms of the districts understanding the German district day avails itself of the appearing monthly own technical periodical "“the district"”. He takes part in various scientific publications, in particular within the range of the local legislation, and keeps contact to press, radio and television.

Committees and specialized committees

Among the committees of the German district daily the every five years rank taking place district meeting, the main committee and the presidency. The main committee is educated from delegated ones, which are designated by the regional organizations. It specifies the baselines of the association policy. The presidency is the federation-political guidance organ, to which 13 chairmen of the regional organizations, a further representative of the Bavarian district daily, a representative of the further direct members, five further kooptierte members to the better regional and political balance and the managing directors belongs. All local-politically important affairs are finally decided - usually after Vorberatung by the specialized committees - by the presidency.
