The head office official is in Germany of the directors/conductors of the administration of a municipality, a circle or a circle-free city.

The head office official leads the designation in the circles land advice or director of upper circle, in the municipalities and circle-free cities mayors, mayors, director of municipality, city or director of upper city. It usually leads the business of the current administration. The regulations of the municipality and circle orders of the Lands of the Federal Republic are however very different.

In the last years a trend is to be recognized away by the separate city point (mayor for the political responsibility /Gemeindedirektor for the administrative guidance) to the personnel union, e.g. since 1999 in Lower Saxony and North Rhine-Westphalia.
