Herbert Kappler (* 29 September 1907 in Stuttgart; "† 9 February 1978 in Soltau) was in the time of the national socialism a commander of the state police (SiPo) and the SD in Rome.

Kappler was an officer of the general SS (highest rank upper tower spell leader, 1943) and already shifted in the spring 1939 as connecting civil servants to the Italian police to Rome. On 10 September 1943 Kappler transferred the command over the state police and the SD to Rome and began with the seizure of Jewish possession. It planned the Deportation of the entire Jewish population of Rome (8000 to 10000 humans). At the night of 15. to 16 October 1943 it let 1259 Jews arrest and deportieren 1007 from them to Auschwitz.

Herbert Kappler was just as responsible for the massacre in the Ardeatini caves, with which in March 1944 335 hostages had been shot.

After end of war he was condemned 1947 from an Italian military court to life imprisonment. Basis for it only five shot hostages were "“too much"” in the Ardeatini caves (actually 330 hostages should have been killed). The judgement was confirmed 1952 by the highest military court of Italy. Kappler stated "„from final solution and destruction I only after 1945 experienced. "“(zit. after clover). It had to serve its punishment on the fortress Gaeta, until it was shifted 1977 because of a cancer illness into a military hospital. From there on 15 August 1978 the escape succeeded to it to Germany, where it died some months later.
