The higher service is a career in bureaucracy. Basic condition for the entrance into the higher service is an final higher education at a university, a technical university or an academy of art (first state examination, diploma, master, Magister). The IMK expressed itself for it which reached master conclusions the higher service at universities to assign (resolution of the constant conference of the Ministers of the Interior and - senators of the countries from 17 April 2002). The diploma conclusion of a professional school is not sufficient as condition for entrance.

The training as the higher service usually takes place in form of a Referendariats, a two-year administrativeinternal period of instruction. During the training the junior lawyers stand in "„the official relationship on revocation "“and receive follow one Probezeit of three years, which can be also shortened in individual Lands of the Federal Republic.

Certain careers do not require a period of instruction; here the appropriate state examination is a condition for the service (e.g. 2. State examination with lawyers). On the other hand still another separate career examination must be existed, e.g. for other careers. Mastership examination of building of governments for the building service.

In some special careers (chemical or biological service) in which only little official is used, done in some Lands of the Federal Republic even completely without the career examination at the end of the period of instruction.

During the period of instruction the office designation is a junior lawyer, with an additive marking the career, e.g. Building junior lawyer. After the period of instruction the Amtsbezeichung is then Assessor or in individual Lands of the Federal Republic or careers also advice for employment (abbreviation "„z." A. "“), likewise with an additive on the career (e.g. "„Bauassessor "“, "„building advice z." A. "“).

The entrance salary bracket is A 13. The salary brackets in detail are:

  • A 13: Advice, e.g. Secondary school teacher, government advice, police advice, library advice, academic advice, Legationsrat, in addition, consul, curator etc.
  • A 14: Upper advice, e.g. Government upper advice (and/or upper government advice, depending upon Land of the Federal Republic), upper secondary school teacher, academic upper advice
  • A 15: Director, e.g. Director of government, director of study
  • A 16: Leading director, e.g. Leading director of government, or also Ministerialrat (also salary bracket B 2), Ambassadors (in small messages), director of upper study

Advice, upper advice, director and leading director are basic office designations so mentioned, which will provide with an additive on the career (e.g. Government, building, chemistry, astronomy etc.). In addition there are special office designations for special offices (curator, Kustos, director of museum, Ambassador etc.)

Among the higher service also the groups of the federal pay regulation B, C and R. rank.

Contrary to the federal pay regulation A (with graduated purchases depending upon length of service) purchases apply in the federal pay regulation B firm. To B-paying belong for example:

  • B 1: Director and professor (within authorities with scientific tasks)
  • B 2: Department department of, Ministerialrat
  • B 3: Ambassador, director of Federal Bank
  • B 4: First director, leading Ministerialrat
  • B 5: General manager, president of smaller federal offices
  • B 6: President of middle federal offices, Ministerialdirigent
  • B 7: President of larger federal offices, upper financial president
  • B 8: President of the largest federal offices, head of the provincial government
  • B 9: Ministerialdirektor (as department managers in Federal Ministries), president Federal Bureau of Criminal Investigations
  • B 10: Director with the German Bundestag
  • B 11: Undersecretary of state

To the pay regulation C (into the federal pay regulation W one transferred) the scientific personnel of the universities belongs:

  • C1: Scientific assistant
  • C 2: Upper assistant, professor
  • C 3: Professor, university professor
  • C 4: Professor, university professor (as a full professor (tidy professor)) (not at professional schools)

In the pay regulation W there are only three salary brackets and the professors von Fachhochschule and is formally on an equal footing:

  • W 1: Junior professor
  • W 2: Professor
  • W3: Professor (director of institute or chair owner (in former times: Full professor))

To the federal pay regulation R judge belongs and state lawyers. The paying stages count here from g 1 (judge at the district court or public prosecutor) to R 10 (presidents of the highest Federal courts).
