The program instrument for Structural Policies for Pre Accession (short ISPA, German structure-political instrument for preparation for the entry) is one of three instruments, with which the European union supports the entry preparations of the candidate countries in central and Eastern Europe (Bulgaria, Czech republic, Estonia, Hungary, Latvia, Litauen, Poland, Romania, Slowakei and Slowenien). Therefore the requirement expires with the final entry of a country. Legal basis of ISPA is the regulation (EEC) No. 1267/1999 of the advice from 21 June 1999 over a structure-political instrument for preparation on the entry.
In addition of the programs ISPA serves PHARE and SAPARD for the structure-political promotion of infrastructure projects within the ranges environment and traffic and for the improvement of the economic and social coherence within these ranges. For the period 2000 to 2006 it is annually equipped with 1,04 billion EUR. Promoted measures must stand in conformity with the obligations of the entry partnership as well as with the national efforts for the conversion of the joint possession conditions in the agreement.
The promoted projects (with a minimum volume of 5 millions EUR) are accomplished by public or similar mechanisms, which are assigned by the responsible national authorities (a kind ISPA co-ordination department). The member countries are thereby in relation to the commission (central management regional policy) accountable.
After receipt the requests for promotion from the which are applicable countries the commission makes a decision after statement of her administrative committee (representative of the member states under presidency of a Kommissionsvertreters) over measures which can be financed.
The promotion takes place as not repayable direct support, as repayable support or in other form. Are financed up to 75% of the costs of the project, an increase on 85% by the administrative committee of the commission is possible. The height of the financing is adapted in accordance with the Kofinanzierung. Preliminary studies and measures of the technical aid, which are accomplished on initiative of the commission, can be financed at a value of up to 100% of the reimbursable total costs.
The European parliament, the Council of Ministers, which becomes economics and social committee and the committee of the regions informed by the commission annually about the ISPA supporting measures.
