INTER+MOVE is a community initiative of the European fund for regional development (EFRE) for the promotion of co-operation between the regions of the European union.
The program promotes borderspreading measures of co-operation such as infrastructure project, the co-operation of public supply enterprises, common actions of enterprises or co-operation in the range of environmental protection, the education, the space planning or culture.
In that third edition (inter+move III) for the period 2000-2006 regions in extreme peripheral location as well as regions are particularly promoted at present along the borders to the entry countries. The initiative has a European Union-far total budget of 4.875 billion euro. With interrain means promoted programs must be kofinanziert by the member states. That means, maximally 50% of the total costs (in Ziel-1-Regionen 75%) may be financed with interrain means.
Three program sections are differentiated:
According to the European Union is the general goal of INTER+MOVES of ensuring "that national borders are not an obstacle for a balanced development and integration of Europe." (Source: Inter+move III on-line). Border areas have 2 problems: Once the border places a cutting in economic, cultural and social sense there. Besides ecological problems do not make stop, which make however a coherent solution difficult before borders. In addition border regions were frequently neglected in the past by the national policy. For these reasons and thus that by the extension (and the coming extensions) the Binnengrenzen increased and new external borders develop, is a promotion of borderspreading projects of large importance.
A goal is the borderspreading co-operation of neighbouring regional administrative bodies. On the basis of common strategies the spatial development to be promoted and borderspreading economical and social poles are to be created. The aspect of the lastingness is to be considered absolutely.
All areas along within and external borders as well as certain coastal regions are promote able. All must fall under the criterion GROOVE III.
The goal is transnational co-operation between national, regional and local authorities for the promotion of the spatial integration with the entry candidates of the European Union and other third countries. In addition a lasting, harmonious and balanced development is to become secured.
A special attention is put on areas at the external borders, areas beyond the Adria, south the Baltic Sea and island regions.
A goal is the structure of networks in regions, which have development arrears or in a conversion to be. The instruments of the regional development and coherence are promoted thereby.
In principle all areas of the community are promotable.
