The international forum for chemical security (IFCS) was created in the year 1994 in Stockholm in consequence of the conversion of chapter 19 of the agenda 21 of the conference of the United Nations for environment and development (UNCED) in June 1992 in Rio de Janeiro. The IFCS secretariat has its seat with the World Health Organization in Geneva.
The forum is to compile recommendations for governments as well as for international and intergovernmental organizations regarding chemical security. The most well-known is the so-called Bahia declaration, which was adopted in the year 2000 on the forum III and a concrete plan of action until 2008 for the conversion of the agenda 21 contains.
