Puttkamer studied jurisprudence in Strasbourg, Leipzig, Freiburg ith break, Breslau and king mountain and put 1881 down the junior lawyer exam.

It knocked the consular career and 1883 the imperial consulate into Chicago was assigned. it changed 1884 for further training in the Foreign Office and in May 1885 the chancellor by Cameroon and deputy governors Julius von Soden was appointed. In July 1887 he became a provisional commissioner for Togo country (today Togo and/or subsection of Ghana), in August 1888 consul in Lagos and 1889 again imperial commissioner for Togo, starting from 1893 with the title of a national captain. As a successor for Eugen of carpenter he transferred the business of the central administration to 1 January 1895 first in substitution and in August 1895 the governor of Cameroon was appointed.

Its term of office was located in the indication of the expanding planting economy approximately around the Cameroon mountain, which it promoted substantial. Likewise it supported the assignment of concessions, met with hostility in the realm, to the society south Cameroon (GSK) and the society northwest Cameroon (GNK) in the years 1898/99.
