Key qualifications are over-technical qualifications, which are to enable for acting. Within the personnel management these are apart from the specialized authority the second central range of the personnel development. They are therefore no specialized knowledge, but make possible competent handling technical knowledge. Key qualifications consist of a broad spectrum of spreading abilities, which originate both from the cognitive, and from the affektiven range. These authority can be used and transferred in different situations and functions flexibly and innovatorily.

Term identification

The term was coined/shaped first in the 70's of the past century by Dieter Mertens. He understood the qualifications, which can serve as "“keys"” for the development of fast changing specialized knowledge by key qualifications. More appropriate than the term of the qualification the term authority, since a qualification of something objective is, would be by authority however an individual characteristic is understood. Here it becomes clear that already early with the term of the key qualification not the specialized authority, but the ability was meant for adaptation and to the transfer of specialized authority.

According to definition of the education commission North-Rhine/Westphalia (1995) are key qualifications:

"“The acquisitionable general abilities, attitudes, strategies and knowledge elements, which are with the solution of problems and with the acquisition of authority in as much as possible contents ranges from use, to become fair so that a capacity to act develops, which makes it possible, both for individual needs and social requirements."”

Classification

Key qualifications are to know and the specialized knowledge not replace, but considering the constantly changing requirements in the working life to open help. They are first contents neutral therefore and apply in the active working life and in interhuman relations.

Key qualifications can be subdivided as abilities (in a possible categorization) into four jurisdictions:

  1. Social authority
  2. Method authority
  3. Self authority
  4. Action authority

The Schnittmenge of these jurisdictions is the individual action authority of a person. Authority meant in this connection the capability of humans to furnish situativ appropriately too for solving responsible problems behave certain achievements and deal with other humans appropriately, on the basis of a successful learning process. Authority is always individually and by the acquisition and on the own values and goals referred reflection individually, mutually affecting abilities acquires itself.

  • the cognitive monitoring system, with which actions can be generated
  • the arrangement for the acquisition of all abilities
  • stable, universally depth structure put on and empirically not perceptible

The individual components of the key qualification can be defined as follows:

Social authority

Knowledge, talents and abilities, which enable to act in the relations with humans situation-adequately

  • Able to communicateness
  • Capable of cooperationness
  • Conflict ability
  • Projecting ability

Method authority

Knowledge, talents and abilities, which make it possible to master tasks and problems by making the selection, planning and conversion possible of meaningful solution strategies

  • Analysis ability
  • Creativity
  • Learning readiness
  • Think in connections
  • Abstract and interlaced thinking
  • Rhetorik

Self authority/person authority

Abilities and attitudes, in which the individual attitude is expressed in particular to the world and to the work. Personality characteristics, which do not only have meaning in the working process

  • Reliability
  • Independence
  • Emotional intelligence

Action authority

Action authority is the potential availability over the above mentioned jurisdictions and mean-meaning those ability to act in different situations appropriately.
