The Kreistag is in Germany the representative government within the circles and/or districts. It consists of the circle advice and (in some Lands of the Federal Republic) directly by the population selected the land advice as a chairman. It becomes in most Lands of the Federal Republic every five years (exceptions: in Bavaria every six years, in Schleswig-Holstein every four years) of the people selected.
In the range of the municipal constitution the Kreistag is always the principal organ of the district. It specifies the principles for the administration of the district and decides on all fundamental affairs of the district. In contrast for this the land advice leads the current business and implements the resolutions of the Kreistages.
Lead the presidency in the Kreistag depending upon Land of the Federal Republic the land advice or director of upper circle, the circle tag chairman or the circle president.
While the north German advice condition plans the land advice as a honorary chairman of the Kreistages, have finally the last two countries, North Rhine-Westphalia and Lower Saxony, this regulation in the meantime (North-Rhine/Westphalia: 1994, Lower Saxony: 1996) abolished.
The Kreistag can educate committees for certain fields for the preparation of his resolutions or for locking decision. Most important committee is the circle committee.
The organs of the circle are usually constituted according to those of the municipalities in the respective Land of the Federal Republic.
