Ministerialrat (MR/MinR) is in Germany an office designation of certain officials in Ministries. belong to the so-called higher service of the administration in the salary bracket A 16 or B 3. At other authorities is the appropriate designation a "leading director" (A 16, with additive of the field e.g. Leading director of government or leading director of fire) and/or an appropriate designation from the salary bracket B 3 (e.g. Director of department or director and professor). Usually are active as section chiefs. They have thereby the competence for a certain field of activity on the lowest level of a Ministry. Usually they lead teams of several persons. The organizational unit, which a Ministerialrat leads, is a core element of political administrative action, which is considered to a federal state government or the Federal Government often also as "backbone".
After federal state law in some Lands of the Federal Republic the appropriate officials, who are active at the land days, the Amtsbezeichung parliament advice is assigned.
