Municipal authorities (lat. Magistratus = authority) are the executive, thus the implementing force, a city. The designation is used only in Lands of the Federal Republic for cities, which constitute a municipal authorities condition in their Gemeindeordnung. In municipalities without municipal law the designation Gemeindevorstand reads.

History

In the antique one this was also the designation of different offices, those by the people was usually assigned (Archon, etc.).

In the Middle Ages this term was taken up and served as name for selected urban office-holders.

Thus the citizens of Berlin urban office-holder were called since 1808 as municipal authorities, after the large Berlin law of 1920 municipal authorities of large Berlin. After the Auseinaderbrechen of the urban administration 1948 one maintained the term up to the education of the first common senate in east Berlin on 11 January 1991 this designation.

Elections

Usually the members of municipal authorities are selected by the legislation (e.g. the town council). Mayors and/or mayors are selected frequently directly by the population.

Designation

The municipal authorities members carry different designations: Mayor (large cities), mayor, town councillor. In large cities the designation from town councillor changes itself to mayor. The designation can a department designation be placed in front (e.g. Advice of building of cities). In municipalities without municipal law one calls town councillors assigning to.

Departments

Often particular or several departments is assigned to the municipal authorities members. These mostly are:

  • Education
  • Finances
  • Spare time
  • Health
  • Integration
  • Culture
  • Planning
  • Security
  • Sport
  • Environment
  • (Housing) build

The allocation must consider however to the question whether the municipal authorities members are full-time or honorary active. Appropriate regulates the main statute of the municipality.

Austria

In the Austrian the local administration is at the same time district administrative authority and as municipal authorities is designated. Usually the same authority is incumbent on it as the district main crews in the districts of Austria. In Vienna there are the municipal authorities departments.
