Officials of the countries and municipalities are subject to the legislative competence of the respective regional legislator. Fundamental questions of the official status are however in (country wide) the official right framework law regulated. In addition (at present still) the right of the civil service pay (federal pay law) and the official supply (to retirement, see official supplying law) is country widely, also regulated for land and local officials.
Otherwise the national official laws contain exact regulations. Questions of the career, the work time, the vacation, the part-time work, the Disziplinarrechts, the aid in the medical case (and/or with police officers of the free welfare welfare service) and since 2003 also the special payments (Christmas benefit, Urlausbgeld) are regulated by Landesgesetze and - regulations as well as administrative regulations.
The regulations in all countries are similar, but not identical. With self participations of the aid regulations as well as with the yearly special payments the largest differences show up.
Also the Personalvertretung for the land and local person employed (however also the there workers/inside and employees) are likewise by Landesgesetze regulated.
At present further reforms of the official right are planned (see so-called Schily/Bsirske/Heesen paper). The Lands of the Federal Republic lodge a complaint further legislative competence, in particular with paying. The trade unions fear a relapse into the right splintering 19. Century.
