The Neoliberale Institutionalismus developed into the 1970er and 80's as new explanation beginning for co-operation samples in the international relations. Most important founder and representative are Robert O. Keohane.

The Neoinstitutionalismus is based on four basic assumptions:

  • First of all: As participants in the international policy both the states and the social groups are within the states of importance. The internal writingness and the interest constellation affects within a state its foreign policy, at the same time can the behavior of the states in the international area however not exclusively to the influence of social groups be reduced.
  • Secondly: The different theories of the Neoinstitutionalismus are based to that on the acceptance rationally Choice Theory, which assumes the participants evaluate different action options in the light of their interests rationally, in order to finally select the action, which corresponds to its interests in most.
  • Thirdly: The anarchy in the international system is in-preserved in increasing extent by the interdependences between the individual states and societies.
  • Fourth: The transnational interdependences cause an increased interest of co-operation of the participants, which leads to the education of international institutions. The institutions develop self-dynamics, by which they affect the behavior of the states partly even beyond their regulation content.

<p>Die central hypothesis of the Neoinstitutionalismus therefore is that the international policy is coined/shaped by the rules and standards, which are embodied in international institutions. Therefore the Neoinstitutionalismus is concerned in particular with the questions, under which circumstances international institutions come off, how they affect the international and the home policy of the states involved and how they must be designed, in order to unfold effectiveness. <p>Diese questions are worked on with the help of different theory beginnings, which set with their explanation on different levels: The conflict article theory derives the probability of the institution formation of the type of the respective conflict article. Depending on how the conflict article is evaluated by the conflict parties, therefore a treatment of conflicts adjusted by the education of international institutions comes off more easily or more with difficulty. With value conflicts a cooperative treatment of conflicts is very unwahrscheinnlich, with central conflicts - thus conflicts around the adequate means for the reaching of a goal together aimed at - however is very probable an institutionally cooperative treatment of conflicts. With interest conflicts becomes between such over absolutely evaluated goods (the conflict parties to want the same property, from which there are not however enough for all) and such over relatively evaluated goods (it comes the conflict opponents primarily on from a property more to possess than the others) differentiated. According to the conflict article theory first of a cooperative treatment of conflicts are more easily accessible. The theory of the interest constellations differentiates between different interest coalitions, at which the probability of the institutional treatment of conflicts of the respective situation of the participants involved is made dependent. The distinction of the interest constellations is only made either on the intergovernmental level (situation-structural beginning) or also the Ineressenkonstellationen on social level into the view included (two-level beginning). With the help of the game theory interdependente decision situations can be represented formalized (four-field pattern), so that, how the interest implementation of each individual participant depends on it, like the other participants will try clearly to carry out their interests. <p>Die theory about the institution effect is concerned not with the education, but with the effect of international institutions. It assumes the effectiveness or inefficacy of different institutions explains themselves out from the Design of the respective institution. Thereby the question is central whether the Design of the institution of the respective interest constellation is appropriate. Depending upon interest constellation thus different institution Designs apply as successful. <p>

To the term "“international institution"”

Institutions at standards and rules oriented behavior patterns are called, which lead to an adjustment of mutual behavior expectations of the participants. With respect to the international policy four types are differentiated from international institutions:

  • First of all: International organizations have participant quality, i.e. in them standards and rules are embodied, which enable the institutions for acting.
  • Secondly: Contentwise and prozeduale standards and rules, which adjust the behavior of the participants in a certain problem field, contain international regime.
  • Thirdly: International networks contain only prozeduale (no contentwise) standards and rules for a limited problem field.
  • Fourth: International order principles contain the fundamental standards and rules, according to which international policy takes place. The standards and rules refer thereby not to a certain politics policy, but to the international relations generally.
