In Leipzig there was an office for tender (tender = assignment of public orders) from 1909 to at least 1916, which was created by the middle class association in the Kingdom of Saxonia. Producing manufacturing ones a service facility for craftsmen and, who wanted to take at public advertisements part, concerned. In the office they were advised legally and formed supply federations, e.g. in the case of large supplies for the National Railroad or the military. The lawyers of the office were supported by coworkers of the Saxonian ministry of the Interior. Joint founder and director/conductor of the office was among other things the Sparkassenreformer Johann Christian Eberle.

There were branches in Chemnitz and (planned) in Dresden. Similar mechanisms outside of Saxonia, which are based on private initiative, are not well-known.
