Organisational structures by once fundamentally determined rules are developed, where one describes exactly, which department within these structures which tasks to settle have. Also the relations between the departments is specified, in order to make a smooth enterprise possible within an enterprise. This can be however only a rough default, which are to be specified by further sets of rules in details. But only the actions of the coworkers can fulfill this in the long run.
Organisational structures form a system of limited general regulations for the distribution of tasks on organizational units (places, departments of etc.) and the organization of the action relations between the organizational units, which are to align the behavior of the enterprise members to the superordinate goals of the enterprise.
They give a rough framework of the task fulfilment, which by additional instruments (in particular planning and guidance) one continues to detail and one fills out by the activities of the action carriers.
