The planning cell is a consulting and a participation procedure, which democratic Teihabe of the individual citizen at different planning and decision-making processes makes possible, developed by Peter C. Dienel, approximately within the citizens' participation. Frequently the terms planning cell and citizen appraisal are synonymously used.
The planning cell was originally developed as consulting procedure for the improvement of planning decisions of Peter C. Dienel, Wuppertal. It proved however later, and then above all, than a passable way to the release of the citizen role for all. The job oriented, but radically limited cooperation, which this participation component makes for the particular possible, makes the along-steering sharing at the state, which is assured to the population with the Greek term "democracy", for this surprisingly in by many hoped for width experiencable. Today however first still the employment of the planning cell is the center of attention for the improvement, acceleration and also reducing of a current project of planning in price. Here then at least in each case four of these cells are set for the development of a citizen appraisal on in every now and then as hardly solvable valid - problem. The proposals for solution of the citizen appraisal are not accepted, as is it shown again and again, of that entitled to take part inhabitants of the catchment area of a planning cell project ("population of coat") as impartially neutral. They are then taken over also by the policy and the administration for their planning.
