The planning cell is a consulting and a participation procedure, which democratic Teihabe of the individual citizen at different planning and decision-making processes makes possible, developed by Peter C. Dienel, approximately within the citizens' participation. Frequently the terms planning cell and citizen appraisal are synonymously used.

Development of the term

The planning cell was originally developed as consulting procedure for the improvement of planning decisions of Peter C. Dienel, Wuppertal. It proved however later, and then above all, than a passable way to the release of the citizen role for all.
