The planning cell is a consulting and a participation procedure, which democratic Teihabe of the individual citizen at different planning and decision-making processes makes possible, developed by Peter C. Development of the term

The planning cell was originally developed as consulting procedure for the improvement of planning decisions of Peter C. Dienel, Wuppertal.
