The Plurez decree from 15 October 1999 specified rules of procedure with the assignment of visas: when being present a Carnet de Tourist (travel protection insurance General German Automobile Association) could be done without the examination further failure reasons for the distribution of a visa. It was thus no longer absolutely necessary with the Plurez decree, before the exhibition of a three-monthly visitor visa to examine for soil quality or for return readiness.
