The term principal office has two meanings:

• Principal office as a department and/or a specialist area within an administration, usually responsibly for questions of the sequence organisation and the internal administration as well as for central of services like e.g. Procurement. Thus it is usually connected that the organization, which has to assign a full-time activity, for which appropriate payment to provide has. Example: In many small municipalities the mayor is only honorary active (in Baden-Wuerttemberg in municipalities among 1.000 inhabitants), during which mayor in larger municipalities notices his activity full-time (rarely also "“in the principal office"”).
