The Project Cycle management is an analytic framework concept for the management of projects of the development technical development (TZ), compiled by the German society for technical co-operation (GTZ). The goal is clarifying the roles, tasks and competencies of participants of a TZ of project.
Basis of PCM is first of all the life cycle of a project. Therefore a project goes through the phases of the identification, conceiving and execution.
In the identification phase a so-called target system is determined. From this in the conceiving phase a concrete project concept is prepared. The project concept serves as basis for the execution of the project. The phases are to be understood after the concept however not as linear following each other stages to separate it can at any time again be jumped back. The target system knows so if is adapted necessarily at any time, should it the conditions require.
Criteria for such a feedback loop emergency-whom-hire offer a systematic monitoring during execution. The monitoring forms thus the second important aspect of the PCM.

The partner organization tries to help the target group with the implementation of the development target by the project.
